--config assumes relative path if it starts with a tilde (~)

Bug Description

To recreate:

  juju deploy --config=~/<something>

where the <something> is not under your $CWD.

You'll get an error like:

2014-01-23 06:14:24 ERROR juju.cmd supercommand.go:294 open /home/ed/.juju/~/canonical/maas/maas-lander/trunk-lander-config.yaml: no such file or directory

The workaround is to replace the ~ with a path starting with a slash (/).
