Bug Description

Doko just uploaded the new python-setuptools to Debian. Once that lands, we want to sync/merge it to Ubuntu. Details to come.

We want to sync this package from Debian so that we carry the same upstream version, primarily for consistency. We have one small Ubuntu delta, but that's just so that the package is built with the correct Python 3 versions on Ubuntu (i.e. only 3.4). Upstream changes from current Trusty version (as per: https://pypi.python.org/pypi/setuptools/3.4.1#id2):

Issue #180: Fix regression in test command not caught by py.test-run tests.
Issue #176: Add parameter to the test command to support a custom test runner: --test-runner or -r.
Issue #177: Now assume most common invocation to install command on platforms/environments without stack support (issuing a warning). Setuptools now installs naturally on IronPython. Behavior on CPython should be unchanged.

Package builds and installs just fine on Trusty. Local build of a dependent package tested and succeeds with the new version.

We're just going to have to carry setuptools 3.3 in Trusty.
