Add links to latest full and delta language pack exported

Bug Description

With the move of language pack exports to production servers we added +latest-delta-language-pack and +latest-full-language-pack links to retrieve latest version of language packs exports.

We don't link to them from Launchpad so they are only available to people that knows about it.

We should add them to the +language-packs page.

Since we are here, maybe we can also add a table for listing current and language pack as described in bug 367844 (ie https://code.launchpad.net/~adiroiban/launchpad/bug-561355/+merge/23249), and there is also the idea of using UTC and not user timezone.

And now that we link to latest ones directly from DistroSeries:+translations page, that's where we should link to these (i.e. on https://translations.edge.launchpad.net/ubuntu/karmic)

If I understood this bug correctly, the solution for this bug should remove "hardcoded" links like
"http://launchpadlibrarian.net/38015729/ubuntu-hardy-translations.tar.gz" with "+latest-full-language-pack".

This should be done on DistroSeries:+translations and on DistroSeries:+language-packs.

It looks like we have both current and latest language packs.

For a pre-implementation chat I have added them on the DistroSeries:+translations page.

I used menu:translations TALES expression to simplify the template.

I don't think these should be as widely exposed, so they probably shouldn't even appear on +translations page: I probably suggested it when I thought they were about links for "current" language packs. So, they should only be linked from the +language-packs page, imo. I am not so sure about your "simplification" either (Python code is much more complex instead).

Also, if they are one and the same (i.e. current and latest) we shouldn't show them both imo (or, we'd say: "no update").

I tested this and it looks good, though it'd probably be better if "Language pack being tested" was under the "Active language packs" section now.
