The License should upgrade from 3.0 to 4.0

Bug Description

The Creative Commons ShareAlike license links say that the current 3.0 license users are strongly recommended to use the 4.0 license instead.

I think that all we would have to do is change the legal page (https://help.ubuntu.com/legal.html) to say 4.0 instead of 3.0 and update two links. Not sure if something else is required.

Thanks Doug. There is https://help.ubuntu.com/community/License too, but that page does not seem to be in our control. Let's settle for the the change you made.
