Editing bug-reporting guidelines should start from Bugs page

Bug Description
Currently if you want to change a project's bug-reporting guidelines, you cannot do this from the "Bugs" section; you need to go to the "Overview" section, then click "Change details". Not only is this indirect, it also contributes to the unfortunate length of the "Change details" page for a non-distribution project.
Instead, I suggest that the bug-reporting guidelines be accessed from the project's Bugs page.
It may save time to fix bug 187871 at the same time as this bug.
