Make test sorting stable?

Bug Description

It would be nice if the sorting done by OptimisingTestSuite left the relative order of tests unchanged when there were no resource related reasons to reorder tests.

The sorting is fixed now to sort correctly (probably scales badly, but grouping by resource is a refinement not a requirement). Keeping the relative order is something that I'd be happy to see landed, but I don't feel a particular urge to do it myself. Dropping priority to wishlist because I don't think the current behaviour is functionally wrong.

My branch leaves tests with the same resource requirements in the same relative order (and speeds up the sorting process too).
