Users should be able to easily modify the default header to something the resembles the Ubuntu website.

Would you consider the ability for the site administrator to add their own custom code block to be a sufficient solution? This is the only thing I can think of that is a good solution considering the static nature of the theme source.

r100 includes a significant clean up of the images. This will make it significantly easier to implement this feature.

I believe that this ability now exists and functions perfect. I have implemented it in r103. Regression testing is still needed in IE8. Hopefully we'll see no problems. :)

The theme is now in a state in which no IE patches are needed. I aim to continue this trend.
