Have you recently upgraded? Could you please paste in the result of the following:
$ ldd /usr/bin/vinagre
It appears you have the 8.04 version of vinagre installed.

according to synaptic it is the jaunty version

Can you try from a terminal:
$ sudo apt-get install
$ sudo apt-get install --reinstall vinagre
And see if that fixes it?

Could you also attach the file /etc/apt/sources.list?

Also try forcing APT to re-download the package with the following:
$ sudo mv /var/cache/apt/archives/vinagre_2.26.1-0ubuntu1_i386.deb /tmp
$ sudo apt-get install --reinstall vinagre

 libgtk-vnc-1.0.so.0 => /usr/local/lib/libgtk-vnc-1.0.so.0 (0xb7e1b000)

the issue is due to a local install and not to ubuntu
