Bug Description

tsia - should probably retrieve a list of all py files, and then remove _init_ from the list (or perhaps only add _init_ during package creation.

Some people do actually want to add code to __init__.py, so perhaps opening it isn't bad. thoughts?

I think they could still edit it, but it seems like an advanced scenario, and I'd rather not have users worry about it at all, so I think we should not open it. __init__.py is not easy and fun.
