Bug Description
When someone reaches the disk-space limit of their PPA, they can request an increase in their quota.
I'm not aware of case where we've refused an increase.
If we were to automatically approve each person's first request, we could save the time required to manually read the request, check the PPA, pass the request to the LOSAs and then enact the request.
What's more expensive? Disk space or developer time spent gatekeeping such requests?
We could present the option on the overview page of PPAs that are within 90% of their limit.
Subsequent requests could produce an Answers ticket, or at least direct people to Answers.

Instead of doing this, why not make the default quota 2Gb, I think it would cover most cases I've seen.
