Bug Description

desktopcouch/start_local_couchdb.py, create_ini_file() gets keyring information from the keyring, but that doesn't work for headless apps, or across ssh, or from cron jobs. We should find a way to store or retrieve information from an accessible place.

Now fixed by retrieving oauth information from the ini files themselves, and adding desktopcouch.records.server_base which does no DC automatic magic.
