Launchpad's footer should link to Launchpad's system status feed on identi.ca

Launchpad now has a system status page/feed hosted by identi.ca [1]. We should link to this from Launchpad's footer, alongside "Contact us".

I propose we link directly to the identi.ca status, rather than a redirect such as "launchpad.net/status" as one of the reasons for choosing identi.ca to host our status is that it is independent of Launchpad and so more likely to be online while Launchpad is experiencing low availability.

You may ask, "But if Launchpad is down, won't the link in the footer also be unavailable?"

People may well have the footer in their browser from a time before the down-time and so on.
