Get PCI and USB vendor/product names from the "PCI ID Repository" project and from linux-usb.org respectively

Bug Description

When we populate the HWDB with data from submissions, we get the vendor and product names of new devices from HAL data.

The HWDB client in Karmic will not send HAL data but udev data, which provides only vendor and product IDs.

We can get the vendor/product names from the "PCI ID Repository" and from linux-usb.org:

    http://www.linux-usb.org/usb.ids
    http://pciids.sourceforge.net/v2.2/pci.ids

We need a cronscript (running daily or weekly) that reads the data from these URLs and updates the tables HWDevice and HWVendor.

That's actually a regression that occured when switching from the HAL-based data gathering to udev. All new HW gets named 'Unknown' currently.

HWDB is being migrated elsewhere, and this regression doesn't impact any of the current users.

We've removed the hardware database, so this is no longer applicable.
