Bug Description
matt_pi has reported on IRC that the User Reference is no longer available in PDF.
I'm pretty sure this is failing because the changes required to produce non-Sphinx docs (just prior to 2.0.0) break Sphinx's PDF generation. I think we should only support Sphinx docs for 2.1 and tweak the docs in bzr's trunk to fix this.
