UnicodeDecodeError exception while trying to set up a new repository

Bug Description

Everytime I try to set up a new repository on Dapper, I get this error:

[sf:antea] mathusalem $ bzr init
bzr: ERROR: exceptions.UnicodeDecodeError: 'utf8' codec can't decode bytes in position 26-28: invalid data
  at /usr/lib/python2.4/encodings/utf_8.py line 16
  in decode

bzr (bazaar-ng) 0.8.2, reinstalled right now.

Is the bug still present in 6.10 or Feisty?

Hard to say because I went through a full re-install because my laptop died in the mean time. Now it works on the new one with feisty.
