KDE Bugzilla API version check returns tuple, which confuses Launchpad

Bug Description

The version check XML-RPC call from http://bugs.kde.org/ returns ('versionResponse', {'version': '3.2.5+'}) at the time of writing. Launchpad expects a mapping to be returned, which is true of later versions of the Bugzilla API. However, Launchpad actually fails over at this point and does not fall-back to using the standard Bugzilla support.
