grey (gray) heat icons are too bold

Bug Description
At the moment bugs with zero heat have four dark grey heat icons next to them. This has a few problems:
* colorblind users can't tell whether the flames are red or grey (this is actually reported, not speculation)
* the icons are bold enough that they look like four things, not the absence of four things

Thanks for the feedback, Martin. It's much appreciated to get feedback this quickly!
I think we should make the gray flames just an outline. If there's any gray color filled in, it should be extremely light. We've also discussed going with a better flame icon generally speaking. The "affects me too" icons don't look as nice when re-purposed for this usage.
Also, the idea of having no icons instead of lighter/gray ones was heavily discussed. The current usage won out and will remain because it's meant to fill the place when no heat exists and provide nice reference between heat levels when looking at a bug list.
