Bug Description
Translators can set their own uploads' status to Blocked. We have a good use-case for product owners and such being able to block their templates, but not for translators to block their translations on the queue.
We talked this over (dpm, henninge, jtv) and decided that allowing translators to block their translation uploads probably does more harm than good. It can confuse users, or trick them into making accidental changes. Users who want to stop translation files they upload from being imported can set their status to Deleted, as before.
