The API machinery appears to use the default arguments for shortlist(), which means there's a hard upper limit of 1000. There are now over 1000 comments on bug 1. When modifying the bug, the SQL snapshot fails. The fix to this bug might be as simple as preventing comments from being added to the snapshot. Unfortunately, the OOPS report above does not record the POSTed payload, so it's not possible to tell what operation was being attempted (this may be a bug in itself).
