Don't -e the soyuz-dev-startup script

Bug Description

The utilities/start-dev-soyuz.sh script gives up a bit too easily. By far the most usual reason for failure is that a daemon is already running, which is actually fine.

As a quick fix, remove the -e sh option so it at least tries to start all the daemons you need.
