Bug Description

buildd-mass-retry.py finds all failed builds in the specified location and retries them, even if the builds were long ago superseded by successful ones.

buildd-manager will throw to SUPERSEDED any build where current_source_publication is None, so there's no point retrying them in the first place. It just falsely inflates the calculated queue length.
