assignee cannot see private bug

Bug Description

If the assignee to a private bug is not an explicit subscriber, the assignee does not get to see that bug.

Is this meant to be that way?

It seems odd to me that the assignee is not considered a subscriber.

There is some risk of assigning the bug to the wrong person (see bug 138500). So I would suggest that this gives a warning rather than automatically/implicitly subscribing them...

Lp bugs already warns the user when assigning a user who has never been assigned to a bug in project. I expect the the assigner to see the standard message, and on confirmation, he is subscribed. Some aspects of this bug will be irrelevant. All users in project roles will soon be able to see all the project's private bugs. This case will thus pertain to users in project roles assigning to users not in roles.
