Allow projects to disable duplicate detection when reporting a bug

Bug Description
Certain projects and packages -- notably with Kernel or X bugs -- don't benefit from the dupe finder duplicate detection we do when reporting a bug. Since we have a nice "configure bug tracker" page, we should add an option there to turn of duplicate detection. This should still be enabled by default.
