Displayed the following error message:

same problem appears in the atlantean campaign (currently under development), when the headquarters' workers are trying to put a ware inside the HQs, but it was removed just a moment before, because of the rising water.
Seems to happen nearly all the time to me in that campaign, so I set this to critical for build16-rc
