Bug Description

If you add a filter to a structural subscription (e.g., from https://bugs.staging.launchpad.net/~gary/+structural-subscriptions), and include one of the malone-alpha-team-only event filters (e.g., "Tell me [only] when a bug in lazr.restful is fixed or re-opened") then the +structural-subscriptions page incorrectly reports that there is no filtering.

This filter allows all mail through.
There are no filter conditions!
