Bug Description
We need to use the warning/info banner on the PPA pages to show warning text if the PPA has its publishing disabled. In addition, if the PPA is private it should warn that builds will not be dispatched since they require published sources. The text should finally contain a link to +edit to change the setting.
In addition, the field description for the "publish" flag is atrocious and should be made clearer.
