sync-source procedure is restricted to Ubuntu

Bug Description

After recently redesign and incorporation of SyncSource code, we locked file lookup routine to work only for files published in Ubuntu distribution.

For now, it has no collateral effect, however when we start managing derivations, SyncSource won't be able to sync files from Ubuntu, for instance.

Since we don't have a complete set of requisites for Derivation, it's better to keep this restriction noted than to try to make it cope with wishlist features.

The relevant code chunk is XXXed in scripts/ftpmaster.py

This is partially addressed by my branch to support .tar.bz2 branches, which refactors some of the sync-source code.

This is all superseded by the Derived Distros work. All shell scripts must also die.
