Bug Description
bzrlib provides a test ftp server based on either medusa or pyftpdlib.
medusa is known broken for python >= 2.6
pyftplib works for 0.5.0 but 0.6.0 broke the SITE CHMOD support with no possible workaround.
pyftpdlib 0.7.0 provides SITE CHMOD
The simplest fix seems to be to support only pyftplib >= 0.7.0

AFAIK this mostly break bzr-upload tests making it harder to release a bzr-2.5 compatible release.
