After doing this work now, I don't think we need the limitation on who can use this. The warning is nice, and it's easy to follow the trail of dupes, i.e. the activity log works as it should with multiple changes. There could be problems, but I already have a lot of time in the work and I don't want to block landing on this extra functionality. I'll land on edge as soon as I can, and we'll watch it closely before rolling out to wider audience.
