Below is just a note for further investigating this problem:

Kover is part of the Ubuntu Universe Repository and it is not available for translation via Launchpad Translations.

It looks like the upstream release contains some PO files, including DE http://lisas.de/kover/

We need to investigate why they are not available in Ubuntu
