This is a regression, and from what looks like directly what has changed in the most recent upload:

aptdaemon (0.31+bzr496-0ubuntu1) maverick; urgency=low

  * merge fixes from bzr:
    - fix for aptdaemon.client.get_transaction()
    - autodetect if "defer" is needed
