Comment 51 for bug 92599

That's excellent news. Please create a new bug titled something like:
  "Compiz refresh rate is slow and stuttering when Bailer plugin is active"

It's good news because it sounds like we're just dealing with a logic problem, or frame deadline problem, in compiz.

Instead of disabling Bailer however, can you change its settings in CCSM and solve the problem with Bailer still active?
