If you had asked me during the time of KDE 4.6 I would have said YES.
However, looking at the version information under the Help Menu/About ... in Kmail or Kontact I see :
KMail
Version 4.7.0
Unter KDE 4.7.00 (4.7.0)
and
Kontact
Version 4.7.0
So, it seems that the KDE developers aligned the Kontact/Kmail version numbers with the KDE version.
