I had a similiar problem after fresh installing Natty Narwhal Alpha 1. #bug 747652

After installation I ended up with an English system.

Here are installation settings:

* Language selected: Turkish (tr_TR.UTF-8)
* There were no keyboard layout selection screen
* Chosen to download updates during install
* Wired network present
* ubuntu-11.04-beta1-desktop-amd64.iso
