* added chief-blacksmith as worker of axefactory
* a blacksmith needs 12 exp to became a chief-blacksmith and a chief-blacksmith needs 16 exp to became a master-blacksmith
* warmill still needs a master-blacksmith and a blacksmith (no chief-blacksmith needed)
* axefactory only needs a chief-blacksmith (no blacksmith needed)
* metalworks will produce tools even if they are not needed if worker needs experience to became chief-blacksmith

Fix an issue in translation of map descriptions, that was introduced with the addition of hints for the map + the change of UI based translation of the description. Solution: hint gets it's own entry and gets saved, loaded and translated seperately
