Refactor sysconfig.py based on RDM comments.

--enable-shared now installed libpythonX.Y.so.ABI.FLAGS so that different
  libraries with different build flags can coexist.

When altinstalling, make sure the SOABI_QUALIFIERS are included in the
filename. This lets python3.2m and python3.2dmu coexist for example.

Similarly for python-config. Also add --abiflags to the latter.
