Log at info level for scrip "not applied to" message

The scrip is supposed to be applied here because it's been already filtered
in the caller(RT::Scrips::Prepare), but if the ticket's queue is changed
in condition or action prepare stage, then the following scrips could be
not-applied.

As we added related logs in 318eb2c148, logging this not-applied message at
info level is more reasonable and this will also reduce log noises.

Add markdown support to rt-static-docs

This is for README.md. Markdown::Render can use GitHub's API to convert
Markdown to HTML, which is good considering README.md was also tweaked for
Github.
