Make topmost changed not break ABI right now

- Add support for notifying when the topmost window changes
  - Breaks ABI but don't have a choice, have added padding so we don't need to
  in the future.
  - It's basically the equivalant of an "active-window-changed" event, but i'm
    hesitant to call it that.
