lp: Add backups of Bazaar codehosting

This reflects what's currently in lp:canonical-mojo-specs. The data on
`bazaar.launchpad.net` isn't naturally mirrored anywhere else, so
organizing backups of the production data is important.

IS will need to provide an API key and set it as the `api_auth` option
on `turku-agent-launchpad-codehosting` in `deploy-secrets`.

lp: Add notes on volumes that require fast Ceph

At least on PS5, certain volumes have to be explicitly configured to use
fast Ceph ("Ceph_NVMe") for performance reasons. There's no way to
express this in Juju constraints as far as I know, so let's at least
have some comments to remind us.
