Allow service names from incoming relations to be overridden.

Since the charm exposes all the services it receives, with exactly the same
names, it can be difficult to avoid clobbering services when eg. an haproxy
consumes the squid-reverseproxy and other charms.

Add services_only_from_config config setting.

In some circumstances it is desirable for the charm to only re-export a
subset of the services it consumes. This allows that.

Make the https_port line squid4-compatible

The only https-capable version of squid before this was a series of
custom builds in PPAs. Thus it makes sense for the charm to now focus
on HTTPS capabilities that exist only in currently-maintained
Debian/Ubuntu packages of squid.
