* Merge from Debian experimental.
* Remaining changes:
  - d/p/fix-requirements: Align requirements with Ubuntu.
  - d/p/fix-tests: Fix test for i386.
  - d/control: Align requirements with Ubuntu. Update URL fields. Add
               sahara-{all, engine, api} packages. Drop sahara package.
  - d/watch: Get source from tarballs.openstack.org.
  - d/rules: Drop debconf related code.
  - d/sahara-all.*: Added install, logrotate, and upstart files.
  - d/sahara-api.*: Added install, logrotate, and upstart files.
  - d/sahara-engine.*: Added install, logrotate, and upstart files.
  - d/sahara-common.*: Added dirs, postinst files. Updated install.
  - d/sahara-common.postrm: Remove debconf code.
