d/t/nm.py: implement WPA-EAP tests

The first test sets up hostapd with WPA-EAP and authenticates using
identity and password. The second one does the same but authenticates
with identity and client certificate.

These tests are related to an issue in Netplan but they are also useful
for network-manager itself. See LP: #2016625

Use DBus netplan interface to re-start network services after setting
NetworkManager as the default renderer.

To test the change, switch the default renderer on a UC18 system:

   snap set network-manager defaultrenderer=true

'networkctl' should show now that all devices are in "unmanaged" state. This will not work on UC16 systems due to a bug in netplan. See https://bugs.launchpad.net/ubuntu/+source/netplan.io/+bug/1855876.

Disable resolvconf support

This is broken with DNS plugins other than "dnsmasq" -- it still writes
127.0.1.1 into resolvconf as a nameserver, but this does not exist any more and
will also shadow resolved's stub server on 127.0.0.53.

This ought to be fixed more properly in the future.

debian/patches/dns-manager-don-t-merge-split-DNS-search-domains.patch: do not add split DNS search domains to resolv.conf; doing so would risk leaking names to non-VPN DNS nameservers when attempting to resolve non- FQDN names. (LP: #1592721)
