Move Turks and Caicos to -4

Turks and Caicos Islands moved from -5 to -4 on 2015-11-01. These
islands don't even show up on the map, but this way if someone selects
America/Grand_Turk the pin will at least appear inside the zone
highlight.

Part of Papua New Guinea switched from +10 to +11 UTC on 2014-12-28.

Move North Korea to +8:30

Asia/Pyongyang moved from +9:00 UTC to +8:30 UTC on 2015-08-15. This
creates a new layeer for the new +8:30 offset.

Move Easter Island from -6 to -5.

Easter Island, like the rest of Chile, did not change their clocks back
to standard time in April of 2015, so it should be in the -5 timezone.

Norfolk Island moved from +11:30 UTC to +11:00 UTC on 2015-10-04. This
removes the p11-5 layer.
