Merged invalid-credentials.

A new ecstacy.basic module has an EcstacyTestCase with an assertThat
implementation copied from testtools. A new ecstacy.credentials
module has test logic to ensure that the right response is returned
when credentials are invalid. Test for several methods have been
added using this test logic, but several more need to be added.

Merged bootstrap.

A basic skeleton for the project is in place, including a top-level
ecstacy package and a simple README and Makefile.

Ecstacy is a compliance test suite for clouds providing the EC2 API.
It is inspired by the Acid tests used to measure compliance with web
standards in browsers.
