This moves "samples" to "contrib," because the code there does valuable work in addition to being examples of how to use launchpadlib; and transfers the scripts found in lp-dev-utils that use launchpadlib, and are not for devs, to the "contrib" directory. The only change I made was to add the copyright.
editmoin does not use launchpadlib, but one of the other scripts uses both launchpadlib and editmoin, so it is included as a dependency.
