This reverts commit 4c73eb1776a55f3efcbf96c86b9be7eb5ed70ff2.

The telegraf charm upgrade on all Canonical's environments is complete,
so it should be safe to switch to the snap.

git: Revert telegraf install_method=snap for now

The telegraf charm breaks if you try to upgrade the charm and switch to
installing telegraf as a snap in one step. Life's too short: we'll just
back this out until we've upgraded the charm on production.
