Made 'quality' in media settings fully functional. Started working on endDate/endTime but it's not done yet.

Movies will be padded to a 16:9 aspect ratio if practical. Movies that are nearly square are not padded because padding the width that much does not look right.

Worked on MediaSettings: timeStep starts as default 1 day, and if user changes it, it remains the same until the user changes it again. Layer choices (checked/unchecked) are saved when the user refreshes the page or goes forward and backward in time.

Added hv watermark to screenshots and movies. Changed how downloadable files were named so they are now Obs_Inst_Det_Meas_zoom_widthxheight.

Changed a function in MediaSettings that determines whether the selected region is inside the transparent circle of a C2 or C3 image. It now uses the radius of the circle to determine this.
