In src/launchpadlib/wadl-to-refhtml.xsl, put a 'title' attribute with
every 'id' attribute, so that hovering over a section in the generated
HTML will show the section's name. This fixes bug #426323.

Add constants for production and dev API service roots.

Launchpad now has a production API service, running on api.launchpad.net.
This branch adds the constant 'LPNET_SERVICE_ROOT', which points at the
top-level URL for the production service.

Also added is a DEV_SERVICE_ROOT, which points to the usual top-level URL
for development environments.
