generate_extra_overrides: Germinate for stable releases too

Currently we only generate for the release pocket of -devel releases.
This means that Task headers don't get updated for SRUs meaning that,
for example, it's not easily possible to add new packages to the live
seed (other seeds are OK because they get pulled in by Depends of the
metapackage).

Germinate for -updates, and for stable releases. When generating
overrides for stable releases, write overrides to -updates.

This is not a full solution. The immutable nature of release pockets
means that some things can't work properly, for example

  - dependencies of the new package which aren't in -updates won't get
    Task entries
  - *dropping* things from seeds can't work properly, at least not
    without care from consuming code to have -updates dominate release;
    a simple grep-dctrl will not do

generate_extra_override: Add options to make easier to run locally

Three new options to control the output directories, and list of arches we're
operating on.

  - --germinate-root to specify a germinate output dir
  - --misc-root to specify a misc output dir (where the overrides are written)
  - --arch to specify the arches (give multiple times) to operate on, in case
    you don't have a full / un-split mirror around

[r=cjwatson] Drop Supported field, no longer accurate and thus obsolete

With introduction of new support subscriptions the support status and length
of packages at initial release publication are not known. We do not modify
release pocket, and thus when a release gets extended to beyond 5y for some
or all packages, the Supported field stops being accurate.

Stop publishing the confusing Supported field.

A tool that reports correct security support status will be provided soon,
which reports correct status and does not use Supported field anymore.
