Don't wait for a browser to be captured by JsTestDriver, if no browser
is started by it. It's up for the callsite to make sure a browser
connects to JsTestDriver.

Make lazr.testing buildable again, and fix up tests [r=sidnei]

- buildout.cfg was updated to upgrade some packages to their latest
  versions, and make sure they are present in lp:lazr-source-dependencies.

- Test are now processed in a deterministic order, after parsing the XML
  file, to ensure that jstestdriver.txt doesn't fail spuriously.

- Some tests were still referencing BROWSER instead of
  JSTESTDRIVER_BROWSER.

A few minor adjustments to make it work with JsTestDriver 1.2.2.
Unfortunately, breaks compatibility with JsTestDriver 1.1.

Look for JSTESTDRIVER_BROWSER instead of BROWERS, and use the system
default browser by default.
